Job Posting: Deputy Director of Human Resources

The Deputy Director is responsible for assisting the Director of Human Resources in the execution of the Department’s strategic plan and the ongoing administration, operations, and management of the function and its staff. This individual will have direct management of the Compliance Division, which is responsible for workplace investigations, FMLA, ADA, EEOC, etc. This person serves as the acting authority for the Department in the absence of the Human Resources Director. Ideally, this individual offers in-house expertise regarding labor and employment law for the City’s heavily unionized workforce. The Deputy Director of Human Resources is an appointed at-will position and serves at the pleasure of the Mayor.

The successful Deputy Director will have strong command of the core components of human resources and an understanding of public administration. In addition, the individual will have authority and management of the following:

Management & Administration: Exhibit strong overall leadership of the organization to inspire professionalism, teamwork, collaboration, and trust including:
• Direct management of the Compliance Division including the application of federal, state, and local laws including, the City Code, Policies, SOPs, and collective bargaining agreements.
• Responsible for the professional development and career trajectories of all direct reports.
• Collaboration with Division Managers for the progress and betterment of the Department including department training, advocacy and special projects as assigned.
• Spokesperson and authority in the absence of the HR Director.

Strategic Planning & Execution: Establish plans to execute the strategic vision and goals set forth by the Office of the Mayor and the Department of Human Resources. Associated work includes the implementation of new policies, processes, and programs for the HR Department with strong leadership as it relates to compliance, policy, and the law.

Financial Planning & Management: Prepare and oversee the annual operating budget for the Compliance Division. Thorough understanding of the total HR budget and overall financial plan. Responsible for the presentation and defense of budget to the Mayor and City Council.

Communication & Training: Review and revise existing City Code and policies and present modifications for the approval of the Administrative Board. Provide training for policy updates as necessary. Engage staff, colleagues, and employees across City Departments through written and verbal communications. Represent the Department of Human Resources internally and externally as a key ambassador of the strategic goals and vision.

EDUCATION AND EXPERIENCE REQUIREMENTS:
The empathetic and thoughtful leader for this position should have 5+ years of progressive human resources administration and managerial experience with an expertise in policy, employment law, and compliance or an equivalent combination of experience and training which will provide the required knowledge, skills, and abilities.
Required Skills, Education & Experience:
• 5+ years of Human Resources generalist experience; must have demonstrated experience with employment law and the administration of FMLA, ADA and EEOC policies
• 3+ years developing, supervising, and mentoring a professional staff
• Providing responsible and effective stewardship of financial resources and assets
• Strategically thinking, planning, and implementing operations effectively
• Ability to project a professional image
• Knowledge of regulatory standards and compliance requirements
• Strong organizational, prioritizing, and analytical skills
• Ability to make independent decisions when circumstances warrant
• Communicating in effective oral and written form to internal and external audiences
• Establishing and maintaining effective relationships with related organizations and audiences
• Speaking publicly and effectively serving as the spokesperson for an organization
• Proficiency using digital tools (Microsoft Teams, Zoom, etc.) for training, managing, and influencing the workforce
• Bachelor’s degree in Public Administration, Human Resources, Behavioral Science, or related fields of study
Strongly Preferred:
• Advanced degree; strong desire for a Law degree (J.D.) with a specialty in employment law and/or professional certification in Human Resources (e.g. SHRM, HRCI, IPMA)
• Experience working in a heavily unionized environment
• Experience working with government and/or municipalities

WORKING CONDITONS:
The candidate will work in a normal office environment located at the City headquarters within the Department of Human Resources. There is opportunity to work from home as necessary due to current ongoing public health issues.
